Fatal Portland pothole-related scooter crash death of Randy Phelps

Randy Phelps, a husband and father from Portland, Oregon, passed away as a result of injuries sustained from a pothole he encountered while riding his electric scooter. The accident took place on Southeast 52nd Avenue in southeast Portland.

Ms. Allen, the co-owner of a nearby restaurant, Toast, confirmed the tragic details. She stated that Mr. Phelps, who had been critically injured, was removed from life support on September 11th, approximately three weeks after the incident on August 19th. She also noted that Mr. Phelps was an organ donor, and his organs successfully saved the lives of three other individuals.

Ms. Allen, who is the owner of Toast, described the immediate community response. She and other neighbors rushed out after hearing the crash sounds on the street. Upon arriving, they witnessed the accident and learned that Mr. Phelps had simply hit a bump in the road, which resulted in his fall and injuries.

Speaking about the incident, Ms. Allen mentioned that this was not the first safety issue observed on that street. She and the other residents expressed concern, believing that other hazards along Southeast 52nd Avenue also require attention and potential repairs from the city authorities.
