Fatal Harlan County car crash death of victims Phyllis Frazier and Franklin D. Saylor, Jr.

Kentucky State Police confirmed two people died in a serious two-car accident Wednesday morning. The collision happened at midday on the busy intersection of US 119 and US 421, known locally as Red Light #1 in Harlan County.

Responding officers from the Kentucky State Police Post 10 arrived quickly at the scene. The investigation is ongoing. The coroner officially declared both victims deceased later that afternoon.

The families of the deceased were notified by Harlan County authorities. Paramedics transported one injured person from the accident site to Harlan ARH Hospital for treatment.

Multiple local agencies provided support during the response and investigation. These included the Harlan Police Department, Harlan County Sheriff’s Office, Sunshine Fire Department, Harlan Fire Department, Lifeguard Ambulance services, and the Harlan County Coroner’s Office.
