His brother, Anthony Rodriguez, described Joe, who was affectionately known as Joey, as someone who remained positive despite hardships and was deeply loved by those around him.

Investigators say the incident began as a physical altercation at a nearby strip mall. The confrontation reportedly moved from the front of several businesses to an alley, where the violence escalated and shots were fired, striking Rodriguez.
