California Department of Justice officials have identified Luis Angel Torres Rivera as the man who was fatally shot during an encounter with a Richmond police detective on Interstate 80 in Hercules. Authorities have not released his age or city of residence.
Community members gathered to honor Luis Angel Torres Rivera at a service held Saturday in Vacaville. In a social media post, the Boys and Girls Club shared condolences, noting that one of its families had experienced a devastating loss and that children were now mourning the death of their father.
A GoFundMe campaign created on January 23 also named Luis Angel Torres Rivera as the victim in the incident. As of the latest update, the fundraiser had collected more than $7,200 toward its stated goal of $7,500.
The shooting occurred around 7:15 a.m. when, according to Richmond police, a plainclothes detective was traveling westbound on Interstate 80 in an unmarked vehicle on the way to work. The detective reportedly stopped to assist a gold Nissan sedan that was blocking the left lane of traffic.
Police said the detective approached Luis Angel Torres Rivera, who was standing near the vehicle and holding a metal object. During the interaction, a confrontation took place that ended with the detective firing his weapon. A Richmond Police Department statement cited unconfirmed reports suggesting that Torres Rivera may have been swinging the object toward passing vehicles prior to the detective’s arrival.
Luis Angel Torres Rivera was transported to a nearby hospital following the shooting, where he later died from his injuries. Westbound lanes of Interstate 80 in Hercules were shut down for several hours as investigators worked the scene. The incident remains under investigation.
