Joe Serna, 68, has been identified as the pedestrian who lost his life after being struck by a vehicle in Stockton on January 22, according to the San Joaquin County Medical Examiner.

The Stockton Police Department said officers responded to a collision involving a car and two pedestrians who were traveling north near the intersection of El Dorado Street and Poplar Street. Serna suffered severe injuries in the crash and later died while receiving treatment at a hospital.

Police confirmed that Stockton City Manager Johnny Ford was driving the vehicle involved in the incident. Authorities emphasized that Ford was not considered at fault based on the findings of the investigation.

According to investigators, the primary cause of the crash was linked to a California Vehicle Code requirement stating that pedestrians crossing outside of marked or unmarked crosswalks must yield the right-of-way to vehicles when doing so creates an immediate hazard.

The second pedestrian, a 66-year-old man, was also injured in the crash. He was transported to the hospital, where he remains in intensive care as of the latest update.

The investigation into the incident has been completed, with officials reiterating that no criminal wrongdoing was determined in connection with the fatal crash.
