A 19-year-old man from Brightwood lost his life after a police-involved shooting in the Welches area of Oregon during an incident that followed a traffic stop attempt.

Officials with the Clackamas County District Attorney’s Office said the situation began on Sunday when an Oregon State Police trooper suspected the driver of being under the influence and attempted to pull the vehicle over. The driver, identified as Nicholas Toler, reportedly did not stop and instead led authorities on a pursuit that ended on a dead-end road. During that initial contact, he allegedly told the trooper he was armed.

The situation escalated when Toler drove off again, prompting additional law enforcement units to join the response. The pursuit later ended in a parking area near the Barlow Trail Roadhouse along Highway 26.

Investigators said Toler exited his vehicle and kept one hand behind his back, leading officers to repeatedly instruct him to show both hands. Authorities reported that he then moved his hand forward in a manner that caused officers to believe he was presenting a weapon, which led to gunfire being discharged.

After being struck, he returned briefly to his vehicle and went out of sight. When he reappeared, officers said he again failed to comply with commands and twice pointed an object in a way that suggested a firearm was present, resulting in additional shots being fired.

Toler was pronounced dead at the scene. A post-incident examination determined he had suffered multiple gunshot wounds. Officials later stated that no firearm was recovered from him.

The investigation is being handled by neighboring police agencies working alongside the Clackamas County Major Crimes Team. A grand jury will review the circumstances surrounding the use of force, and officials confirmed that body cameras and dashboard cameras captured the incident.
